I accidently damaged my 15" woofer while removing it from the cabinet. There is a litte tear on the outer edge of the plastic ribbed surround. Would this cause any degrading in the way it performs. I could have it refoam (or re-edge I should say as this woofer does not have any foam surround.)

I would suggest using some silicon adhesive (clear). Put some on your finger and rub it on and into the tear on both sides (insdie and outside/top and bottom etc) of the cone. Try to remove most of the excess, but leave enough on to have a good bond.
You can use a Qtip to work it in also.
You need to use something that stays plyable-DO NOT use any glue that dries hard.
If it is only one or two small holes I wouldn't worry about it too much . You can fix it with a piece of fabric ,kind of heavy but flexable. Just glue it with contact cement, or if you can get it that black tar type of speaker glue ,as long as it stays flexable after it dryes. I have done this many times with good results.
