They are going by the IP address and all home routers present internal addresses as the same to the external world so the ad targeter doesn't know the difference. Cookies are not super reliable, but short term IP address is.This fact explains many of the spooky observations that people think are spyware listening in to conversations and doing voice recognition. That may happen occasionally but only when you're a target of an intelligence/police investigation. Otherwise their injection techniques will be come more apparent and the battery life/consumption high which would induce the tech companies to look into it.
Except obviously Alexa. She is plugged in and listening and assimilating with the Borg of Bezos.
PS: if you suddenly get advertisements for 'divorce lawyer' unexpectedly---get one yourself asap!

I'd rather things play out like some futuristic David Mamet script. Now, where did I put those leads, ere I mean data.
