This story is about 5 years old. The fancy cars were being abandoned by people who financed them and then couldn't pay off the debt. There are no bankruptcy laws there, so you ditch the car and flee the country otherwise you go to jail. Most of this occurred in the recession years, in Dubai and Abu Dhabi, which were hit hard by the financial crisis. And most of the offenders were expats in finance who were making big $$$ there before the GFC.
The story you linked is also about the UAE, not Qatar. From what I've heard, there are a lot of abandoned vehicles in Qatar, but the vast majority are shit boxes or just broken or used up, and the owner didn't want to pay to get rid of them. You see the same thing in rural America.
