Will it do exactly the same thing as a reasonably priced audiophile power conditioner? Is upgrading power cable a bunch of balogna or should I get something like the audioquest power cable to connect cd player to isolator? Would I also want fancy power cables for amp and preamp?

Well, that's the general idea and that Tenma one would have worked. Only thing is I've never tried Tenma ones so I can't vouch for how good the quality is.I was thinking more along Sola or Topaz isolation transformers, some come with AC receptacles, but on some you have to rig one up with their wire leads, which is easy to do. These two companies make very high-quality products.
As far as humming, the bigger they are, the more they hum. I hear zero hum with anything below 1000 VA, and slight hum for bigger ones, but only if you put your ear next to it.
