There are several such devices out there. These are often called HDMI Audio Extractors. See link below.

Those are really cheap. I know that any decent DAC is audibly transparent but do you think that extends to these items?
You wanted cheap! ;-)Why don't you simply use the DIGITAL COAXIAL output from your Sony Blu-ray player to drive a quality outboard DAC?
That seems the easiest least convoluted route to me.

A simple Coax to DAC will not allow DSD from SACD which is what the OP implies that that wants. Further DVD players made post Jan 2011 ( or at least Japanese ones) do not output hi-res audio on the coax connector.Unfortunately if he is looking for a cheap solution there does not seem to be one that meets all of his brief. For example the linked box will do it for SACD but I am guessing it's outside of his budget. He also would need a DSD DAC that accepts DoP.

I pretty much ignored DSD because there is no inexpensive option that I am aware of as the OP said he didn't want to spend much. I figured his Blu-ray player retails for under $300 so he would probably want the DAC to cost less than that. But who knows. I tend to ignore DSD in general ;-)The cheapest solution that will support SACD to his preamp might be a Sony Blu-ray player with RCA outputs and forget using an outboard DAC. His current player does not have RCA outs.
