In general, I think these choices are very personal, i.e., based on personal taste rather than any kind of "objective" criterion.
I keep meaning to post about Mao Fujita's recent recording which includes the 24 Chopin Preludes from Op. 28, the 24 Scriabin Preludes from Op. 11, and the 24 Preludes by Yashiro (written in Tokyo during WW2 when Yashiro was only 15). This Sony recording is IMHO one of the finest examples of a recorded piano that I know of, and Fujita, the silver medalist at the Tchaikovsky Competition, is a super pianist, although he does a few things I don't agree with in the Chopin set (e.g., tempo too fast in the E-minor Prelude and the middle of the F-sharp-major Prelude, insufficient bass emphasis at the beginning of each measure in the C-major Prelude so that the melody can't play off of it, etc.). Nevertheless, I think it's overall a superb rendition and deserves serious attention.

Haven't listened to the Preludes, but judging by his Ballade #4 he's in way over his head.

By contrast, Horowitz plays these single note lines with perfect phrasing, no lumps or bumps. Is this too much to ask, that it be played the way Chopin wrote it?

Going from age 16 to age 24, I think a whole LOT of things can change. ;-)
But in any case, the relationship among rubato, dynamics and tone is complex, and many performances realize Chopin's writing successfully using different means. Some are more literal, some are more interventionist. (Remember that Chopin said that Liszt got effects from playing Chopin's Polonaises which he - the actual composer - could only dream about!)
