definitely used. for $250, or under, you can get a turntable that was very well engineered and would cost over $1,000 today. look for one in nice condition from makers such as technics, pioneer, dual, sony, denon, jvc, etc etc.
personally i'd stick to direct drive (new or used) to avoid the issues with belts, but there are certainly at least as many belt-drive options out there also.
