Have you tried connecting a new ground wire, taped to the ground side of the tonearm rca connector and then to the phono preamp or preamp? This has worked for me on occasion. I have had issues of 60hz hum, but I also have a system with 3 turntables, connected via a selector switch box and Jensen SUT. That is a hum nightmare! My 70 year old house with original electrical wiring doesn't help.
