Those are late "grey plate" variants.
I found the grey plate versions were more variable and less reliable than the plain black plate types.
It's highly possible they are 1970s USSR made, but so what, they are no different from western ones.
They do have a date 1975, which is not right.
All STC Loctal ones I have are no later than 1973.
