You didn't mention whether it is one channel or both. You also didn't mention whether you swapped tubes....and whether the noise increases with the volume control.
Have you tried swapping the EL84 and the driver/inverter tubes right to left and vice versa? Does the noise follow the tubes?
I've had similar noises....it usually turns out to be a noisy tube.
