Because the two schematics just represent the reordering of two subsystems that are connected in series. One of the subsystems is the 300 ohm resistor, and the other subsystem is the 3K ohm resistor in parallel with the capacitor. The analysis of the behaviour of the two subsystems in series is identical regardless of which of the two is nearer to the cathode.
