Noise is not "normal" but it happens.

Isolate the amp from all signal sources and their power supplies.

Short the inputs of the amplifiers and listen for noise coming from the speakers. Turn the volume pot back and forth.

If you can't hear any noise coming from the speakers, rule that out and test other aspects of the system.
