A friend of mine has this system on his computer and it doesn't make a sound. He does use fans in addition to the water cooling but he uses his computer as a high end gaming platform. My computer has 7 80mm fans that run at fairly low speed that keeps everything running cool.Another way to lower tempetures in your computer without fans is to get computer hardware with good overclocking software. You can use it to slow down the processor which, in turn, creates less heat.
Every Dell I've come accross has run almost completely silent, particularally the lower end models. They generally only have one 120mm case fan. Put in a firewire PCI card and some external hard drives and you will be set.
