And you didn't do regular backups? I hope you now appreciate the importance of that!
In any event, since you don't have the iTunes Library.itl file, your situation is straightforward. You must import all the music files into iTunes from scratch using the command I stated. All your previously assigned tags except ratings will be preserved.
