Agreed. For the last 25 years, my goal was be at zero balance- but realistically it's been a few thousand owed. We save that money throughout the year in an interest bearing account ready to be paid on tax day (or quarterly* tax day).

And yes, the whole process stinks- it's an industry that makes billons. The old joke about the IRS, "yes we know how much you should pay, but YOU figure it out and we'll let you know if it's right" just is non-sensical.

*My wife is an independent contractor and owns a LLC (long story). The amount of taxes paid is staggering. We always pay and ensure it's correct insomuch as TurboTax and/or accountants guide us.
