To be fair the USA does not look good by either measure.

The US national debt is $22 trillion, the Net International Investment Position (what others owe the USA minus what the USA owes to others) is $-14trillion.

In contrast Germany's national debt is $573 billion but their NIIP is $+3.05trillion while Japan's national debt is $476 billion and their NIIP is $+3.3 trillion. So both countries are effectively sitting on a huge stack of 'spare' money.
