civilians are fair game in total war. I seriously doubt that Bomber Command or the 8th Air Force, by the time of the Normandy invasion, thought that Germany's civilian population would rise up against Hitler if it were bombed enough. It was simply "find a German city that burned easily and set fire to it."
I'm a pacifist and this is why I'm a pacifist. Nobody ever won a war by dying for their country; they did it by making the other guy die for his. You kill the other side with any means you have handy.
What happens in war is set in motion when the war starts. If we want to avoid Hiroshimas and Dresdens, we need to avoid war, period.
