You do it when you're installing the OS. Run the custom install.
And if you don't turn off data mining when you do the install, it's easy-peasy to go back in and turn it off later.
My wife's PC and my old Dell Optiplex were both shipped with Win 7, configured for Win 7, yet both run faster with 10.
Browser updates, etc., like you said, have nothing to do with the OS, so what's the big deal?
BTW, Win 7's been patched but there won't be any more patches once MS ends support. And patches, you're depending on them, son.
