Actually many ENTs do know what they are doing and most work closely with audiologists to dx and treat tinnitus. Unfortunately the tinnitus came have various etiologies and involve different hair cells in the cochlear and many if not most will not respond to herbal or vitamin remedies. Sometimes just staying away from caffiene and decreasing salt intake can improve the situation and there has been some success with biofeed back techniques.
