CD players automatically apply de-emphasis filter if CD has this flag set. This flag is lost if you rip CD, however most CD rippers show this info during rip process.
If you use CD player as a transport, s-pdif carries this info to external DAC as well, but further processing depends on DAC. As an example, RME ADI-2 DAC detects this info automatically, you can also manually turn de-emphasis filter on if usb connection is used.
