Is that a problem? When I listen to vinyl, the gain of my phono stage (with a LOMC cartridge) is such that I generally listen with the preamp volume control set at least 90% of the way round ... and this is absolutely no problem.
The 3.7s are undoubtedly less efficient (ie. require more grunt) than your 1.7s.
