Then the 19khz signal is still present.One time on a pioneer SX-850,I had a similar problem and it turned to be a bad spot in the stereo threshold adjustment.I ended up changing the pot with a Bournes PC trim pot.
See if you have a stereo threshold adjustment.I wish I had a better copy of your schematic and a breakdown of the IC..
Was your IC new you put in or was it a pull? They sell both on Ebay I see,
