I also have a suspensionless TT (on a rack) and have tried a few things to tame floor vibrations. I tried the inner tube trick, half-raquet balls, sandbags and DIYumas. Of those isolation tricks, the DIYumas sounded the best and seemed to address the sway/vibration problem.

I'm no guru, so please correct me if I'm wrong, but I remember reading somewhere that this type of isolation worked like a mechanical diode at high frequencies and like a mechanical capacitor at low frequencies. Low frequencies (like swaying) causes the balls to roll like sway compensation at the top of skyscrapers. Low freqs are "blocked" to the device. At higher frequencies the balls are supposed to sink vibrations from the device (although chatter may be an issue). High frequencies conduct from device to shelf.

As stated before, I tried the DIYumas/rollerblocks and really liked them, but the metal "cups" were too soft for the weight of my Well Tempered and the bearings caused ruts in them after a few days. But they were cheap and easy to make and may be worth a try, particularly in your situation.

Presently. I'm dealing with the sway as it's not that bad, but I have plans to use cones under the table, and column jack under the floor where the rack is. For you, this may also be an option worth investigating.
