I bought some CAT5e plenum grade from Home Depot recently and 3 pairs were teflon and one pair was something else. The non-teflon pair had insulation that ran from a lighter held to the end. It felt the same as the other pairs to the touch but certainly wasn't the same material. I posted this on another board and somebody there had the same experience with their local supply.
