In my opinion, based on previous use thereof, yes, the ST-35/Pas 3 combination would sound better than an SCA-35.

Fact is, there are many newer, more modern tube amps that sound far superior to even the ST-35/pas 3. The Jolidas, for example, the Antique Sound Lab Wave AV-8 monos, products from Bottlehead, and numerous others. All of which would cost less than the ST-35/Pas 3 combination.

With speakers of such high sensitivity as yours, the field is wide open to the possibilities and choices of tubed gear you can use. Unless you are really into vintage gear, and the idiosyncracies that go with them, I would recommend starting with something requiring less maintenance and upkeep. Just my opinion.
