The mercury provides a non-point source for an electron discharge that sends pre-ions of somewhat inert gases into a space charge of infinite volume, thereby kind of eliminating any inferior voltages before a steady current is achieved...so then, yeah, the maximum flux can be measured using a no longer available type Radio Shack TX-45db.3 ticrometer set to its lowest range allowed for the for detection of something.
If I recall correctly, that's the purpose of the mercury.
I could be wrong. It would be the first time.
