OK, I think we can say this problem most likely has nothing to do with bias or idle current. The question now becomes one of pinpointing the area creating the problem. It might not be the output stages at all. It would probably be a good idea to check all the PS voltages, including those that supply the lower level stages. You may eventually need a scope to troubleshoot this effectively.
