Replacing the 12AX7 with a 12AT7 is NOT the way to reduce gain in the phono stage; all you are doing is corrupting the accuracy of the equalization curve.

Yes, you can replace the tubes in the phono stage and nothing will blow up, but your phono stage will no longer have the correct RIAA equalization curve. If your intention is to have a phono stage that accurately reproduces the music as recorded for high resolution sound, then you are defeating your purpose.
