Hexfreds do not promote/provide "soft start" by any means. As a matter of fact all SolidState rectifiers provide instant "on" unlike indirectly heated tube rectifiers.
Yo'll still get that immediate high voltage shock whenever you turn on your preamp with cold tubes.
