I would like to suggest that the tubes are indeed working, but so severely mismatched in terms of plate current that one tube is sent into "runaway", while the other is nearly cut-off.

Does your bias arrangement allow independent bias adjustment, or does the bias adjustment affect both tubes?

If the bias adjustment is independent, and the tube won't stabilise at any bias point, then definitely the tube is defective
