That bias-funkiness is common. The times I have seen it its mainly from the pot that sets the bias being fiddly, not the meter. Easy to work around and a non-issue IMHO. I'd definitely get it anyway (let me know if you are not going to pursue it).
They are easy to calibrate, can be done by normal person in about 20 minutes. all that is needed is a voltmeter.
I got lucky with mine and got it for a steal: $260 incl. shipping. It came from a 3rd party but I think was previously owned by a hospital that basically never used it as it is near mint. Open market price on a good one, I'd guess around $700-1000+, they don't come up often, I have only ever seen one or two change hands.
When a silly common TV-7 D/U can sell for $1500+ recently on Epay, these (580/580A) would be a bargain at anything less than that. I have a TV7DU also, and while a good unit, the 580 wastes it as far as usefulness and features, esp. for later-type tubes. (e.g. not old 4-pin triodes, etc.)
