I'd trying pulling each driver tube one-by-one, from the first gain stage through to the phase inverter---of the humming amp. Best to try and isolate the section or tube which is causing the most noise.
Could be bad ground and/or tube. Be nice to have some spare tubes which you know work well (like in the good amp) to do "A/B" comparisons.
