I see many problems and it's not going to work at all.
For starters:
What is the purpose of the 6EM7 circuit? It does nothing useful I can see. Some attempt at shunt pre-regulation?
The OD3's have no source voltage to clamp from.
You don't start out with 1000vct to end up with 300v as your primary B+.
