Michael, I've put all new tubes and all new filter caps (electrolytics for now, but they're all new.)

This gives me a few ideas. I'll A/B the tubes and check the sockets and also all the ground solders.

A clue here: the hum gets loud on startup and then goes quiet. You can still hear it though. Level control doesn't affect it. Almost sounds like a capacitor.
