I'd say go with one 2C22 as the voltage amp and one (two sections) 6sn7 as the LTP. That should be very nice. A CCS as a plate load for the 2c22 or as a cathode load for the 6sn7 will give maximum possible gain. I'd say use a resistor on the 2c22 and a CCS on the 6sn7 LTP.

Unless you go with the paraphase or split load inverter it takes two sections to make a inverter. You know my feelings on the paraphase. The paraphase kinda requires that both sections are the same. The split load inverter has no gain (slight loss actually) so you would need a voltage amp with a Lot of gain. This really means 2c22 and 6sn7 are out for either option. So if you want to use those tubes you don't have that many choices. I'd hate to see you go with a 12ax7 to drive a directly heated triode.

Many (most) amps are too sensitive. Given today's sources I think having the amp clip with a 2VAC input is fine (notice a 12ax7 can't handle a 2VAC input but the 2c22 is totally fine with way more). No need for it to clip at 200mV unless you are not going to have a preamp and listen to vinyl.

Having some extra gain is okay....always good to have options....maybe you might try a tad of feedback later...a little ain't such a bad thing.
