Hickok 539c problem

I really need some help here and appreciated if anyone could help me because i am really really confused with my hickok 539c test result, it test the 6L6 tube probably right about 6000mhos, but when it test the 6922 tube it give a low reading about 8000 mhos, i have tested the same tube with my other hickok 539c the result is about 14000mhos , so it is quite a big difference, i have tried to troubleshoot the tester and replace some out of range resistor but it still remain the same, i notice that the current was also wrong it was only 31ma while my other tester give 52ma for the 6L6 tube, i have also tried to adjust the r8 and r15 , the reading can go up to 10000mhos for 6922 but still can't go up to 14000mhos even i adjust the r15 and r8 to maximum and the funny thing is when i tested again with 6l6 the reading is very low about 2000mhos, i measure the plate voltage for 6l6 (with tube inserted about 131volt dc and also the screen voltage about 122 volt) i also notice that the bias voltage is not correct when i adjust the bias to 3 ( 6L6 setting) the bias voltage measure was 4.8 volt which is too high, seems like the bias voltage is not synchrone between meter and the actual volatge applied to the tube, i measure the voltage at the bias meter with a fluke tester at mvdc it gave same reading with the meter so the meter is also ok, what should i do ?, appreciated if anyone can help out, thanks.
