Th PHL 5230's 15" woofers only will make it to 40 cycles but at around 99 db sensitivity with a watt. Best 15 I've heard in the 40-300 cycle range when loaded in a Karlson type coupler. I also use the PHL 3451 10" as a mid on an open baffle and it is awesome sounding.

If you want a real 18 Hz then look for a pair of JBL 2235H 15's. I use 4 of these in push-pull as subwoofers below the 5230's and end up with around 100 db densitivity and response down into the teens with SHOCKING power and definition. They will also work well to 300 but at around 93 db sensitivy if used as a single driver.
