Capacitance to the secondary and to the core will come from several different AC voltage points on the primary, so while changing the AC voltage on those parts (including "letting them float") will make move the problem around, it won't make it go away.
That's theory of course. My own experience is small, so even though it is in accordance with theory I can't say it's enough to prove a general trend. As I said, if you try it, we'd all like to know what your experience was!
