You can run it out of the water on Muffs hooked to your hose, But DO NOT engage the prop unless it is submerged. You can use a 55 gal drum to test your prop, but not the hose thing.
Starting fluid is a bad move and should only be used as a last resort if at all. If it wont start, there is a reason, FInd it.
