18ft Plymouth Pilot - Inboard to Outboard

I am having various problems with my 22hp inboard diesel engine. I have decided to remove it and have a well fitted to enable an outboard to be mounted. The boat is an 18ft Plymouth Pilot and is of medium weight for its size. The rounded displacement style hull is capable of a maximum of 9 knots. What would be the minimum horsepower outboard engine required to achieve its maximum speed?

Also, can anyone suggest a good second-hand outboard retailer in England and do they have a web site?
