'87 75hp Mariner probs

I've been having some problems keeping the engine running at full RPMs while running across the water. The engine rpms will sometimes surge up and down while other times theres just a loss of rpm while on plane. I've found that pumping on the primer bulb pretty much corrects the problem while on plane. I recently had the fuel pump rebuilt as well. Could the fuel system be sucking too much air? Or could the primer bulb be bad? Any help would be GREATLY APPRECIATED!!
