When you say "I'm not sure of this motor", are you saying that you are unfamiliar with this brand, or do you have reason to believe that this particular engine has been neglected or abused? I have never owned a Tohatsu, but my regular fishing guide on the Texas gulf coast ran one for several seasons and got good service out of it.
If you are unsure, take a cell phone and a VHF when you go out. Having owned two Carolinas, I would think that rowing would be difficult.
