mercury outboard stalling (70 hp)

I have a used 15 ft. fiberglass bass boat with a 70 HP mercury outboard. When I shift into reverse the engines stalls out. I know a low idle speed would cause this condition. But what about the wrong pitch on the prop? Any help with this problem would be greatly appreciated.
