The Adobe Flash uninstaller just removes Adobe's install, which is used by third party browsers. From Windows 8 on, Flash is incorporated into Internet Explorer, which is an essential component of Windows. Supposedly, MS was going to push a Windows update that removes the remains of it. I haven't seen it pushed to my computers yet, but I haven't looked for it on the Microsoft update site either. It might be out there.
