As long as you're not using an eq or tone controls there's really no reason the XPA-1's (I assume you're running two) should be causing 1.6's to flap.
Also the musical content could also be a factor as well, overly pumped bass by the engineers can cause problems with any system, but even more so with Maggies.I've been running a pair of XPA-1's on my MG20s bass section going on 8 years now and I've never heard flapping (or any other artifact for that matter); and I've ran them BRUTALLY at times, enough to shake the walls.
