I suspect that at least the CIA knew that the early collapse of the Afghan Army in Kabul was a distinct possibility, but somewhere in the line of command, a decision, quite possibly a political one, was made to not cause a panic in Kabul by starting evacuations earlier or sending in military reinforcements, so they did nothing, gambling that the Afghan Army protecting Kabul would not collapse. If that was the case, they gambled and lost. And here we are.
