What about cops and prosecutors and inspectors and appraisers and surveyors?
Not to mentions those with various "clearances" to access public info and other secrets. And others.
These folks can be an immediate threat to our life, our health and our financial condition.
So even a peon can have a substantial motivation for corruption. Even if that motivation is not following rules and polices in order to keep their jobs in a woefully underfunded essential service position like Veterans Service or Child Protective Services.
