huh ... that seems to conflate incitement along with instruction

'incitement' is always instigation though not necessarily 'instruction'

I recommend looking up Schenck v.United States if you're a legal geek

a lot of these terms and concepts get tossed around and mashed up in 'poli-speak'

personally, reading the Nuremberg Trials certainly gave an eye opening understanding of what constitutes incitement, instigation and coercement

all examined in great depth with heartbreaking detail
