it's not clear why the sailors would endure such squalor and face such harm

more familiar than this reviewer; most of the British navy non-commissioned sailors were kidnapped by organised Press Gangs in places like Bristol; and once aboard flogged if they didnt work or behave, killed even
Youths would return from a couple of years at sea and after experiencing constant malnutrition and maltreatment and toothless from scurvy their own mothers wouldnt recognise them
The reviewer is imagining a far, far more egalitarian world than that which existed in Napoleon era Britain!
