Need Help with Wierd Voltage Readings

Help!!!! I'm a newbie who should have listened to you experienced Bottleheads and build stock first and then add upgrades. But nooooooo...I had to build from gitgo with sweet whispers and anticipation upgrade. Good news is that resistance checked out OK and when plugged in the tubes glow, no smoke,sparks or fireworks. Bad new is that voltage readings are really out of whack. Only LED #D2 glows on each of the C4S boards. Should both LED's on each board glow?
What do you think...have I fried some parts or put something in backwards???????
